Leonardo has signed a Letter of Intent at Singapore Airshow 2026 to cooperate on the supply, support, and localisation of M-346 F “Block 20” aircraft for the Indonesian Air Force, supporting fleet modernisation and advanced training requirements.

Programme context and objectives
At Singapore Airshow 2026, Leonardo announced an LOI with PT ESystem Solutions Indonesia and the Ministry of Defence of the Republic of Indonesia. The agreement follows the Ministry of Defence’s selection of the M-346 platform to address Indonesia’s evolving training and light combat capability needs.

The programme is intended to contribute to a broader aircraft fleet modernisation plan, including replacement of ageing trainer and light combat aircraft types such as the Hawk. The parties indicated that discussions will progress toward a procurement contract.

Localisation and industrial participation
The LOI includes provisions for localisation of support and lifecycle activities. These cover maintenance, repair and overhaul (MRO), training systems, and human capital development. Establishing in-country capabilities is expected to improve operational availability, reduce long-term sustainment costs, and build local technical expertise aligned with Indonesian Air Force requirements.

M-346 F “Block 20” configuration
The M-346 F Block 20 represents an updated light fighter configuration derived from the M-346 advanced trainer. The standard includes a cockpit with a Large Area Display (LAD), an active electronically scanned array radar, Link 16 data-link connectivity, electronic countermeasures, and integration of new weapon systems. The configuration supports both air-to-air and air-to-surface missions, with aerial refuelling capability extending operational endurance.

From a systems perspective, the Block 20 upgrade enhances sensor fusion, situational awareness, and interoperability with networked forces, while maintaining the platform’s training heritage.

Integrated training system and LVC concept
A key element of the M-346 programme is its integrated advanced flight training system. This includes a Ground Based Training System (GBTS) and combined simulated elements that integrate live flights with virtual and constructive components under a Live, Virtual and Constructive (LVC) framework.

The LVC approach allows pilots to train complex scenarios with reduced flying hours, improving training efficiency while maintaining fidelity. This is particularly relevant for preparing pilots transitioning to high-performance, next-generation fighter aircraft and future combat air systems.

Operational maturity and fleet experience
The M-346 platform has accumulated more than 150,000 flight hours, with nearly 160 aircraft sold worldwide. It is in service with multiple air forces, including operators in Asia, where it is used to bridge training from basic jet instruction to advanced fighter operations.

This operational track record provides a validated baseline for performance, reliability, and training effectiveness, informing sustainment planning and capability growth for new operators.

Implications for Indonesian air power
If progressed to contract, the M-346 F Block 20 programme would provide Indonesia with a dual-role platform combining advanced pilot training and light combat capability. The inclusion of local support and training infrastructure aligns capability acquisition with long-term operational readiness and workforce development, supporting Indonesia’s objectives for a modernised and sustainable air force.
